LOL. The government hires people to provide the services which the government is expected/promised to perform but doesn't want to perform. Of course. Then, those hired to perform said services break every rule. Well, duh. If the government doesn't want to perform services, which is evident, why would they care whether the services are provided in some arcane way? All the government wants is for the services to be provided at the absolute minimum level that it takes to keep the proles from revolting.

Here in New Orleans. last year we went over a month without trash removal "because the contractor was having hiring issues and couldn't keep the staff levels high enough to provide service". This problem was a long time coming and finally came to a head when people started fearing cholera outbreaks from the piles of trash piling up (in a city where tourism comprises the majority of outside revenue). At some point, the mayor had to take her feet off her desk and she castigated the contracted company. The solution was to reduce trash pickups from twice per week to once per week, and then trumpet to the proles that "hey, we reached a compromise and won't raise your sanitation taxes". Which is true. The taxes remained the same, and the service level was reduced by 50%.

This wasn't graft or corruption. I'm sure that the ruling class was simply dismayed that they had to get involved in something so immaterial to its own mission.
