This is exactly what I have believed and said for years. There is only one war, and it is being waged all the time. Those in the ruling class v those being ruled. The ruling class never dies in war. Putin doesn't simply carpet bomb the government in Kiev or have Zelensky assassinated. He sends his proles to kill Zelensky's proles. Governments "declare war" upon one another, which is a literal farce because all governments are a single entity with different "franchises" all over the world, but governments don't do the fighting nor do they suffer the consequences. This is not an accident. The only goal of government is continuity of government. The only threat to that goal are the proles. There is only one war. The USA (and likely other government "franchises") have multi-billion dollar shelters to ensure "continuity of government", but there is no shelter for the proles. That is not an accident. Wars are simply agreements between government franchises to thin out the ranks of the proles under each other's rule, because simply ordering one's own proles to kill each other is far more risky.
