"Too many people make money (from war) inside the beltway. I don't know how to stop it."

How about eliminating all individual taxes? Or at least set the standard deduction to 10 miilion dollars? This way, any money spent by the government would come from the coffers of the extremely rich (and ppowerful). Once those guys start grousing, I bet things would start to change in DC.
