A common mistake is being made here. When a government official mentions things like "threats", that official means "threats to government control", not "threat to the public". When an official says "us", he or she means "the ruling class". To believe that any government official (in any country, not just the US) actually sees the proletariat as anything but lab rats, cannon fodder and or wage slaves, is folly.
