Being a horse racing fan, photo finishes are deemed necessary due to the financial aspect (a winner MUST be chosen, or so it is believed). However, even with the "technology" being used, it has been demonstrated many times that the finish line in the photo can be adjusted to just about any way, leaving it up to the operator of the technology to choose the winner, much like AI produces results that are based on the programmer's whim rather than absolute truth. I agree that certainty isn't always necessary and that technology isn't even always correct.
