You are forgetting the main use case for Steem Power, that is to get resource credits to transact on the Steem chain, create accounts, etc. There is more than only "upvotes" to Seem

Wow, und ich dachte dass es wirklich nicht moeglich ist die game balance noch mehr zu verkacken. Glaubt ihr wirklich die planet botter kuemmern sich um die 30 steem, die machen doch 200-500 steem per planet!

In the end it depends on the software hosted by the witness to order the transactions. Whichever it deems first will be the one to be executed. In terms of custom json token transfers, both will be included
