Really what I am try to say is its not balanced at the moment and introducing complicated reward algorithms might not be the best approach to fix a balance issue. Most games rebalance cards to fix balance

This is definitely a better and more fair way of doing it. It would encourage gradual levelling which creates scarcity as well. But as more complicated (so longer to do) I imagine it will get overlooked.

The issue is simple, why pay 14 times as much for a card that is marginally better? Some cards don't even gain any stats as they level, why? Higher level cards should feel OP compared to lower level. Currently

I think overall this is fair. Ultimutely low level human player are worse off, but the new lower CP modern format will help a bunch in the future. And renting with credits maybe a great option for these
