The 104th US Congress passed the Jersusalem Embassy Act, 1995 to initiate & fund the relocation of the US Embassy from Tel Aviv to Jerusalem by May 31, 1999.

But, by a Presidential waiver, every President from Clinton through Obama, postponed moving the US Embassy.
Donald Trump will drop the waiver that earlier Presidents invoked to keep the US Embassy in Tel Aviv, once the Jerusalem facility is available.
