What does it do??
on this network, your voting power can not go over 100%. it waits till that point, then prevents that waste to support the group.
how is this done
the person with an available post whos voted the most and received the least gets the next vote, just keep posting and it will give you your outstanding votes. when youre behind, you will get more votes, when youre overpaid, it will spread to other users a bit first, ot makes a best effort to keep you on track numerically with the other users so if your unavailable to post for a while your account will remain active voting, and you can come back and enjoy more votes.
as your account grows, so will the votes you receive
