on this network, you cant have more than 100% voting power. This system waits till your voting power is about to go to waste, then votes other members of the group to prevent that waste.
who gets voted
it balances the votes you make and receive to determine your position for the next vote, if you post every so often you should be able to get what you can get from it. ot makes a best effort to keep you on track numerically with the other users, you will get all your outstanding votes as fast as possible so all you have to do to catch up with votes is keep posting.
