on this chain, you cant have more than hundred percent voting power. This system waits till your voting power is about to go to waste, then prevents that waste to support the group.
who gets voted
it balances the votes you make and receive to determine your position for the next vote, just keep posting and it will give you your outstanding votes. it will slow down when youre overpaid and speed up otherwise, ot makes a best effort to keep you on track numerically with the other users so if your unavailable to post for a while your account will remain active voting, and you can come back and enjoy more votes.
