on hive, you cant have more than 100% voting power. it waits till that point, this waste is prevented to support the group.
how is this determined
your position for a vote is determined by how many votes has been produced on your behalf, if you post every so often you should be able to get what you can get from it. it will slow down when youre overpaid and speed up otherwise, it will slow down when youre overpaid and speed up otherwise so if your unavailable to post for a while your account will remain active voting, and you can come back and enjoy more votes.
