Good soil means healthy plants and if your soil is poor it can take time to build it up. If your soil is not good, you can give it a boost with an organic fertilizer that has plenty of calcium in it as

If you have a compost bin or worm bin, you can carry on with it - I put my veggie scraps into my worm bin and the garden leaves etc on my beds - and have no weed problems as I do it continuously.

Yes you can put it directly on top of the soil - it acts as a mulch and breaks down to feed your plants - I do it continuously so that there is never a time that the soil is exposed.
