One problem though is that parts of the community, especially some comparable big stakeholders, create a hostile atmosphere for new users.

Look for example at this post. It is a good post, completely OK, but it got downvoted because there are no comments (no 'interaction' in the post). But why the aggressor just doesn't comment himself and see if interactíon will follow instead to downvote the post? I checked that the author always responds IF people are interacting with her.
