Explaining to boomers isn't blaming boomers. That said, according to the mythology of democracy, their votes created our problems. They can't have it both ways. "You vote is your voice! Government represents you whether you vote or not! But don't say what government did to you is our fault or anything!" Lucky for the boomers I don't believe in the mythology of democracy.
