The problem is, this chain is not a fun place to be a whale. Most chains if you are a whale people adore you. Here everyone just gets mad at whales because they want things to be different.

Do the top 20 accounts own more than 50% of the staked HIVE that is active?

Side note - I would assume no matter what we do the 80/20 rule will prevail. 20% of the users will eventually have 80% of the power is usually how the real world works.

I want this to be a utopia as much as the next person but I also need to be realistic in what we are trying to achieve.

If we want more people to powerup then Whales need to be treated better in my opinion. I am not saying whales deserve to be treated better but I do not understand why someone would be interested in being a whale here based on how the current whales are treated.
