Pending Payouts & Upvotes - Could someone Explain This Please? :)

Could anyone please fill me in on this..

Hello steemers,
I have a simple question for you all.. Perhaps not that simple, at least it's not for me.

Here's the thing. I know you're being awarded with steem dollars and steem power for upvotes and replies. Most of us are aware of that by know.. However, and I think this looks a bit funny, but how come something like this can happen?

Sure, both of these topics are still alive so this can change but that's not the case. The thing I wonder about is the upvotes & pending payouts..

As you can see, the first post has $2,62 in pending payouts (at the time the screenshot is made). And there's 49 upvotes. The third topic has $2,27 pending payouts with only 6 upvotes..

How is that possible?

Is that due to the voters steem power, that the voters have been voting several times on other topics recently (within that 36 minute timeframe I've heard about) or is this the results of something else?
