That last bit was funny; "It's that the private sector hasn't grown enough." Not like onerous and superfluous regulations creating barriers to entry and raising the cost of starting virtually any "legal" business is helping in that regard. Not that they would ever think about easing any of that, much easier just to blame everyone else for not being able to do it anyway.
