Regarding burn, infortunately not, you can only unstake and the burn after. As for dust, on reading the state of the contract it looks like it will not allow you to unstake that amount (smallest allowable

That's the plan. In any case hive engine update can only happen once fork is confirmed and stable. And then this change isn't really dependent on the fork.
