If we think of it as a prison, a place that holds those who broke the law, then it will easy to see as a hell hole and it should be treated as such. But if we think of it as a rehabilitation center or correctional center, a place meant for correcting people in order to reinstate them back to the society, then we will be able to understand the need to cater for their welfare.
