Not 100% sure, but I would say that the HIVE is burned (the reg fee) and the witnesses can change it (in case the price of HIVE goes very high they could chnge from 3 to 0,3 for example.

I remember I was able to create 1 account for roughly 3K Hive power depleting completely all the RCs, so assuming rough numbers with 3,5M HP they're able to create like 200-250 acc every day.
