How do a swapmeet and a flea market differ?

What's the purpose of a pier? I thought they were for loading and unloading ships but that pier doesn't look well-suited for that.

Cops need to be more like firefighters-- stay in the station unless summoned. Instead, they are like arsonists who are also firefighters. Going around starting fires so they can "do something".
