Price always overshoot in both directions. It can be lower than 0.16 too since I don't see bigger buyers this time but it can change at low prices.

Yes, Steem already have die-hard 10-20K active users. We have to make it 10X more. Interestingly, during the peak there were 100K active users and Steemit was ranked around 1000 in the Alexa ranking. Posted
