My guess is they are Coins since they have a "Dollar" denomination and are recognized by the US Government as sovereign Nations.

My guess is that someone thought, gold-plating them, was a good idea. No telling how much work, time & resources, were put into them. The Local Coin Shop would never pay more than face value, for them.
