It seems that is the case. We are handing out free candy but we are not getting more (active) users on the blockchain in return.

I don't think it is a question of being right or wrong. The question to me is: what is the purpose of 20%? Are we handing out free candy or is there a win-win somewhere? 15% HBD debt seems like a reasonable

I understand that you want to keep 20% for now. My question is: when you would consider cutting the 20%. One inflection point is when we reach the 30% HBD debt limit. You might have different ideas.

What would you prefer? Run HBD up to the 30% debt limit as fast as possible? And then what? Keep it at 20% or lower it to 0% then?
