Infrastructure already in place for highly developed areas, IE water meters.
Points to areas of use with a high degree of accuracy.
Refines data on our ecological needs.
Able to forecast future water requirements.
Challenges
Areas with non-metered water or areas lacking required infrastructure for water metering
Incentives could be given on basis of conservation or locating inefficiencies within the system. As this is operating on a peer to peer network, voting could be done far more effectively for both funding improvements and potential crisis's could be closely monitored.
