SL curation folks are aware of this issue, problem there is as follows:

1. Not enough good content to vote
2. Contests led to reward pool farming over the years
3. As of now, SL HP is not as much as it used to be, also SL-DAO doesn't have any HP

Also: high curation is not equal of fair or good curation.
