How Google did it is that they manually picked a number of websites that they considered trustworthy and gave them a high reputation. Looks similar to how Ripple is decentralizing their validator nodes.

DPoS is fine, when the cost to take over is extreme. It think DPoS suits Bitshares better, but BTS wasn't designed as a "social blockchain". STEEM as a social blockchain created human agreements
