The moral obligation of an army is to win with the lowest casualties on its own side as possible.
It is immoral to risk IDF soldiers lives to save enemy "civilians" lives. There is huge criticism in Israel of the IDF for doing this in response to requests from the Biden Administration.

The various Geneva Conventions DO NOT apply when fighting terrorists who do not comply with them and who have never signed the relevant treaties.

Even if they DID apply, they allow the targeting of military targets irrespective of the use of human shields and put the responsibility for non-combatant deaths on their own side if they are used as shields and weapons are put in private homes, mosques and hospitals as Hamas has done.

The entirety of Gaza is one huge military base with tunnels below every neighbourhood and weapons in almost every home.
The IDF would be morally and legally justified in nuking the entire place to glass, but operationally it is too close to Israel to do this.

Hamas is committing genocide in accordance with the express words of their own Charter. Israel is defending itself and working to minimise "civilian" casualties in Gaza (wrongly in my view).
